Abstract

The National Education Policy (NEP) 2020 has redefined the landscape of school education in India by prioritizing foundational literacy and numeracy (FLN) as the most urgent and essential learning goal. By introducing the 5+3+3+4 curricular structure, the policy recognizes the critical importance of the early years (ages 3–8) in shaping a child’s cognitive and academic development. This theoretical paper explores the role of NEP 2020 in enhancing foundational learning and ensuring quality primary education through inclusive, developmentally appropriate, and play-based pedagogical reforms. It examines key policy provisions such as mother tongue instruction, teacher capacity building, formative assessments, and the integration of ECCE with primary schooling. Through a review of educational theories and policy literature, the paper highlights how NEP 2020 seeks to bridge historical gaps and promote equity and excellence in the foundational stages. It concludes with insights into implementation challenges and recommendations for sustainable systemic transformation.
